IMPORTANCE OF SUSTAINABLE URBAN PLANNING AND EFFICIENT BASIC SANITATION SERVICES

Abstract
This research emerges as an incentive for Angolan Executives to fulfill the PND 2023-2027 planning, due to the increasing difficulties in habitability, basic sanitation, and socioeconomics, influencing population exodus due to non-compliance with public policies, substantiated by the lack of social support infrastructure, especially the improvement of access roads. This theme represents an environmental and socioeconomic challenge. Therefore, Angola has been creating policies to guarantee social conditions for its populations, such as the centralities built in the country, unfortunately approximately 10% of the population lives there, moreover, prices are high compared to the national minimum wage, which is why this research aims to evaluate the reference situation regarding the fulfillment of public policies illustrated in the PND 2023-2027 and propose a sustainable urban planning technical strategy for socioeconomic and basic sanitation improvements, suggesting the construction of rental housing, social support infrastructure, and improvement of access roads. To understand the current situation, an online survey was conducted, where 81 individuals answered "yes" to the following questions: guarantee directed self-construction and rental properties 98%; payment of sanitation fees 87%; payment of property tax 51%; responsibility for urban planning attributed to the Administration 100%; causes of urban disorder, 85% attribute it to the Administration, 10% to the sobas, and 5% to the population. Therefore, it is necessary to ensure basic sanitation and the construction of 1,053,828 homes throughout the national territory by 2030, at a unit value of approximately 34,667.50 US Dollars per home.
